Senator Bob DuttonSen. Bob Dutton was elected to represent the 31 st Senate District in November 2004. He was sworn into office on Dec. 6, 2004 after serving two years in the California State Assembly representing the 63 rd District. Senator Dutton received nearly 60 percent of the vote in the sprawling 31 st Senate District that includes portions of Riverside and San Bernardino Counties.

As a successful business owner for more than 30 years, along with a deep love of the outdoors, Senator Dutton understands the importance of a strong, growing business economy while at the same time protecting California’s environment and natural resources. Senator Dutton developed his love of the outdoors and the simple things in life while growing up in Lincoln, Nebraska. Particularly poignant in the senator’s life was the time he spent with his grandfather, who had been involved with the Conservation Corps. These values are still a principal part of Senator Dutton's life, whether he was coaching his daughter's softball team, embarking on a fishing trip to Alaska with his dad or casting a crucial vote as an elected member of the California Legislature.

In 1969, Senator Dutton enlisted in the Army Reserve. Later that year, attracted by the promise of opportunity, he moved to California, continuing his service as a member of the California Air National Guard, and was honorably discharged in 1974.

In 1970, Assemblyman Dutton enrolled at Los Angeles Valley College in their Associate of Arts program, majoring in real estate. It was while a student at LAVC that he began his commitment to public service, successfully running for an unprecedented two terms as Student Body Association President. Sharing with his father the philosophy that he should give back to the community in which he worked and lived, Senator Dutton joined the Kiwanis while still a student at LAVC, and in 1976 became president of his local club.

In addition to being a member of the California Legislature, Senator Dutton is a local business owner. He is the CEO of a real estate investment firm -- Dutton & Associates, Inc. located in Rancho Cucamonga. As a business owner he has been associated with many professional business organizations.

Senator Dutton’s commitment to public service continued in June 1998 when he was elected to the Rancho Cucamonga City Council and then reelected in November 2000. As a Councilmember, Senator Dutton worked to get more officers on the streets, increased the number of firefighters without raising taxes, and championed a firm sunset date for the Utility Tax that was eliminated in the 2001-2002 City budget.

The senator’s rise in politics continued when he was elected to the California State Assembly in November 2002. During his two years in the Assembly he continued his fight to protect the tax dollars of all Californians. As a result of his stand against any new taxes taken by then Assemblyman Dutton and his Republican colleagues, there has been no General Fund Tax increases since he arrived in Sacramento. At the same time, the senator worked hard to help revamp the broken worker’s compensation system that was driving countless numbers of businesses to downsize, relocate out of state, or completely shut down. Calling the retooling of the worker’s compensation system “a good start,” the senator plans to introduce legislation in 2005 and continue the process of fixing the broken system in order to help businesses lower their out-of-control worker’s compensation costs while at the same time protecting the rights and needs of injured workers.

The senator married his wife, Andrea Guillen, in 1981. Andrea, a fourth generation Chino resident, is the Department Chair of Radiology at Chaffey Community College. Senator Dutton and Andrea have one daughter, Kara, currently a student at Cal State San Bernardino.

Senator Dutton and his family have attended many Republican National Conventions and he served as an alternate delegate at both the 2000 Convention in Philadelphia and the 2004 Convention in New York City.

Upland is located in Senate District 31 which includes the southwestern portion of San Bernardino County and the northwestern portion of Riverside County. In San Bernardino County the 31st Senate District includes all of Alta Loma, Redlands, the San Bernardino County mountain communities, the Twenty-nine Palms area, Upland, Yucaipa, and portions of Fontana, Highland, Rancho Cucamonga, Rialto, and San Bernardino. In Riverside County the 31st Senate District includes all of Banning, Beaumont, Calimesa, Moreno Valley, and portions of the Hemet/San Jacinto area, and Riverside.
